The Ministry of Health welcomes the report of the Control Service


The Ministry of Health welcomes today’s report by the Northern Ireland Control Bureau, which highlights the huge challenges faced by the Health Service at the start of the COVID-19 pandemic.

Today’s Control Service details the scope of the Procurement and Logistics Service (BSO PaLS) to organize business services to secure PPE supplies to Northern Ireland’s health and social care system. Key points include:

* More than 2,000 potential potential PPE customers have been surveyed, and 45 new vendors have been engaged between January 2020 and April 2021, in which more than 600 million major PPE units have been ordered.

* Huge global competition for PPE has led to a shortage of supplies internationally, as well as significant price increases.

* The Northern Ireland Health Service suffered very high PPE costs at the start of the pandemic, with average prices before COVID-19 rising by 957 per cent for dresses and 1314 per cent for IIR-type masks.

* The total number of PPE fixed assets delivered to health care providers increased from 17 million in March 2020 to an average of 32 million units every four weeks from the end of April 2020 to May 2021.

* The total number of goods required each month by the HSC and ICS sectors increased by 429 percent from 6.3 million goods used by HSC suppliers in 2019 to 33 million goods between March 2020 and May 2021.

* By July 2021, stocks of various PPE items had been accumulated for the period from 47 to 71 weeks, which is much higher than the supply target by 12 weeks.

The Department welcomes the tribute from the Comptroller and Auditor General to the efforts of those working on PPE procurement during the pandemic.
