The Cabinet was speaking as the Government released a review of its CONTEST counter-terrorism strategy, which was updated for the first time in five years.

“Therefore, we believe that the risk of terrorism is rising again.”

In a speech announcing the report, Ms Braverman added that the growth came from a “lower base” and the risk was “not as high as it was a few years ago”.

The CONTEST strategy has been in place since 2003 and was last updated in 2018 following five terrorist attacks in 2017.

Since then, there have been nine terrorist attacks, killing six people and injuring 20, and a further 39 attacks have been foiled, according to the Ministry of Interior.
